Duane K. Booth, P.E. - President/Principal

Duane K. Booth, P.E. has been designing, permitting and providing construction oversight for a variety of projects ranging from commercial and industrial sites, municipal facilities, large-scale residential and multi-family projects to roadway design, community and regional parks, water and wastewater infrastructure, stormwater treatment and flood studies for over three decades. His project management experience covers conceptual project planning, development of construction documents and specifications, working closely with permitting agencies, value engineering, cost estimating bidding, construction management and project close out. He is often the lead consultant overseeing other related disciplines needed for site-related design to provide a completed package for clients.

Robert A. Ern, Jr., P.E. - Vice President/Principal

Robert A. Ern, Jr., P.E. has over twenty years experience in all aspects of Utility Design. He specializes in civil engineering project management and has spearheaded a variety of utility-related projects in all aspects and phases of design - from preliminary to final. He has designed and permitted water and wastewater treatment plants, sewage pump stations, water booster pump station, collection, transmission and distribution systems as well as master planning of utility facilities and impact fee studies. Mr. Ern also is well-versed in construction management of utility projects, multiple project delivery methods including Design/Bid/Build, Design/Build and Project Manager-at-Risk as well as assisting clients in obtaining utility project funding through the State Revolving Fund Program.

Charles C. Hiott, P.E. - Treasurer/Principal

Mr. Hiott is a Civil Engineer specializing in the design and layout of residential and commercial sites including geometry, grading, drainage, and permitting. His project management experience encompasses preliminary and final design, value engineering, cost estimating, specification writing, bidding, and construction management. He participates in quality control to ensure compliance with local and state codes and adherence to the Client’s needs. He coordinates with other related disciplines, including electrical, structural, geotechnical and architectural consultants in order to provide a complete package for clients. Mr. Hiott is heavily experienced in civil engineering project management for a variety of related projects. He involves himself in all aspects and phases of design - from preliminary to final.

Troy E. Mitchell, P.E. - Project Engineer

Mr. Mitchell is a Civil Engineer experienced in a variety of utility and site-related projects and is involved in all aspects and phases of design - from preliminary to final. Mr. Mitchell’s experience includes design of water treatment plants, wastewater treatment plants, water booster pump stations, sewage pump stations, collection, transmission and distribution systems. He also has experience in the design of residential and commercial projects which include geometry, grading, drainage and permitting. Mr. Mitchell’s project engineer experience encompasses preliminary and final design, value engineering, cost estimating, specification writing and bidding. He participates in quality control to ensure compliance with local and state regulations and coordinates with other related disciplines such as planning, electrical, structural, geotechnical and architectural consultants in order to provide a complete package for the Client’s needs.

Brett Jay Tobias, P.E. - Project Manager

Mr. Tobias is a Licensed Professional Civil Engineer with 14 years of experience in designing, permitting and oversight for a variety of projects ranging from commercial and industrial sites, large scale residential and multifamily projects to roadway design, community and regional parks, water and wastewater infrastructure, stormwater treatment and flood studies. Permitting for such projects includes Florida Water Management Districts, Florida Department of Environmental Protection, Army Corps of Engineers, Florida Department of Transportation, as well as local Counties and Municipalities. His project management experience covers conceptual project planning and working closely with permitting agencies. He oversees quality control to ensure clients goals and needs are met while adhering to local, state and federal codes and regulations. Mr. Tobias is familiar with coordinating with other related disciplines needed for site related design, including electrical, structural, geotechnical, environmental, and architectural consultants in order to provide a complete package for clients.

Michael C. Scullion, P.E. - Project Engineer

Mr. Scullion is a licensed Environmental Engineer with 13 years of experience in utility design with a focus on Wastewater Treatment Plants, Lift Stations and Gravity Sewers. Mr. Scullion is not only proficient in environmental engineering project management but also in utility-related projects with involvement in all aspects and phases of design - from preliminary to final. His experience includes design and permitting of wastewater treatment plants, water treatment plants, sewage pump stations, collection, transmission and distribution systems as well as master planning of utility facilities. Additionally, he has a thorough understanding in the construction management of utility projects and grant application development and funding.  Mr. Scullion is well–versed in multiple project delivery methods including Design/Bid/Build, Design/Build and Project Manager-at-Risk for both public and private clients.  Mr. Scullion also has extensive experience in the review of development applications on behalf of his municipal clients to ensure compatibility with current codes and regulations.

Brad D. Bublitz, E.I. - Project Engineer

Mr. Bublitz is a Civil Engineer specializing in the design of residential, commercial, and public sites including storm water management systems, utilities, geometry, grading and permitting. Mr. Bublitz is also proficient in roadway design projects for FDOT, local counties and cities. His project management experience includes preliminary and final design, project coordination with local agencies and subconsultants, value engineering and construction management. He complies with all local and state codes and participates with quality control to provide the client with a product that meets all their needs. His experience includes site layout, storm water management, water and sewer utilities, roadway design, utility coordination and permitting. Mr. Bublitz routinely handles multi-phased projects that require coordination between multiple engineers, agencies and other engineering disciplines. His roles often demand multi-tasking on FDOT roadway projects that include, geometry, grading, stormwater management, signage and striping, utility coordination, construction specifications and pay items, and cost estimates.
